Why am I having to restart my computer every time it does a scan? Auto-Protect is off until my computer is restarted then is comes back on.

If SoulAsylum'ss suggestion to disable the Win 8.x / Win 10 Fast Startup feature doesn't help, let us know what type of scan are you running (e.g., Security | Scans | Quick Scan), and whether Norton is prompting you to restart your computer to complete the removal of a detected threat.
If you are running the Norton Power Eraser (NPE), this tool performs a rootkit scan that requires a system restart. The option to Include Rootkit Scan (Requires a System Restart) can be disabled in the tool's settings.
Also note that the NPE is a very aggressive scanner that was designed to be used as a rescue tool in emergency situations when your operating system becomes unstable or you have a persistent problem that cannot be detected by a standard antivirus / anti-malware scan. The NPE is prone to false positive detections that can remove legitimate software (see the warning at https://us.norton.com/support/tools/npe.html), including important system files that could leave your system unbootable, and I would advise against using this tool for routine scanning.

All: Running NPE on my systems I observed the Norton firewall and auto-protect remaining ENABLED during the entire scanning process. They also remained enabled during a quick scan as well as a full system scan. My suggestion is for MBarr66 to remove and reinstall their product using the R&R Tool. MBarr66, when you run the tool select advanced and perform a REMOVE ONLY. Once done reboot your system. Next step would be to visit your Norton account and login there. Download your product directly from your account. Please note: If you have the device set with a screensaver, screen timeout, hibernate or fast startup enabled please disable them before installing your product to prevent install issues.
If it occurs again, before restarting, have a look at Settings > Anti Virus > Automatic Protection Tab and see if you see a similar comment as shown in the lower blue box in this older version's screen shot. This will tell you if "Norton is prompting you to restart your computer to complete the removal of a detected threat" as Imacri asked.
