Norton 360 don't install Web protection (hub) and web protection update. I'm tried to wait, reboot, install standalone virus updates. But all of this don't work.Windows 7/x64 Norton 360 21.7.0.11

4 days all updates, but this two update - no.

Hello. This older thread explains things a bit better. In your settings do you have "check for version updates" disabled? IF SO enable it and run live updates to get the latest product version.

Double check your product version. Open the Norton dashboard and click HELP. Then look to the left for "Check for new product version".

This problem is almost as old as the company.

Over the past several months, I've seen the Web Protection Definitions updates fail (I check the Security History log frequently), and its accompanying update, Web Protection Definitions (hub) fail as well (the Error code is 8920,208). But usually, by the next Automatic Live Update attempt, it resolves itself and works and all is well.

But over time, the frequency of this problem increased, became more frequent.
But, it always resolved itself, eventually - sometimes took a couple of extra tries, but it got there.
(I just assumed it was a "priority" thing where other updates had to be applied before the WPDefs could be)

But since early July of this year (2018), these updates constantly failed, and never resolved itself like before. Only a system restart corrected the issue at that point, but then the problem would repeat - it might succeed once or twice, but then fail and continue to fail for the rest of the day until another system restart. 

But now, as of yesterday, not even a system restart corrects the issue.

WHAT THE HELL IS GOING ON with these updates? 
WHAT is Symantec doing (besides screwing the dog)?

As I said, this problem has been happening for a LONG time, because my Google searches took me to SEVERAL old Symantec forum threads dating back as far as 2009, posted by MANY users using a VAST ARRAY of operating systems (everything from XP to Windows 10) and all manner of Norton products.

This tells ME that the problem is NOT people's OS or Norton product (or their configurations/installations) at fault - IT IS SYMANTEC and the way they deliver the Live Update service, and specifically these WPDefs updates!

But naturally, every call into support was pointless, and INFURIATING. All these idiots know is "give me remote access to your compyooturr" and "Update your OS/Norton product", the former which I conceded to TWICE and NOTHING was done or came of it.

These morons blamed my operating system (XP SP3 32bit) and my "outdated" Norton Product (N360 v21.7 - the LAST version that WORKS PROPER with XP... v22 or higher triggered "critical error" dialog boxes referencing some kind of memory issue every time I closed an application or program - once I rolled back to v21.7, the critical errors stopped). 

I mean, COME ON - everything was working FINE up until a couple weeks ago!
If my OS and/or Norton product was the problem, these problems would have happened a long time ago. 

All those other users who posted, got the same worthless, know-nothing "support" advice & suggestions.

So-called Norton support reps would reply with the usual "troubleshooting" that lays all blame/responsibility at the feet of the user - "Try running Intelligent Updater", "Try uninstalling/reinstalling the product", "Try waiting for 24hrs then run LU again", "Try holding your breath and hopping on one foot"... 

They all said they did these things.
I did all these things.
NONE OF IT WORKED!

The Intelligent Updater did nothing.
Uninstalling does NOTHING except disrupt the system and waste time.
Waiting 24 hrs did not help, cos for me, it's been almost a MONTH that the problem got bad, and TWO DAYS that it got worse with NO resolve.

SYMANTEC HAS TO STOP SCREWING THE DOG AND DO THEIR DAMN JOB, AND FIX THIS ISSUE! 

I don't give a damn what OS you're running, or what product you're using - this is NOT about that. This is about Symantec not investigating a glitch in these specific updates. Updates which have demonstrated a HISTORY of screwing up and FAILING TO UPDATE.

Here's what I've observed : 

When LU runs and tries to install WPDefs, these specific defs/updates go to the following directory (on *my* system) : 
C:\Program Files\Norton 360\NortonData\21.6.0.32\Definitions\WebProtectionDefs\

In that directory are the following files  : 

• definfo.dat
• usage.dat
• NcoDefs.ncz

And the following folders (and their contained files) : 

[currentdate.version]\
• Catalog.dat
• virscan1.dat
• v.grd
• v.sig
BinHub\
• Catalog.dat
• virscan1.dat
• v.grd
• v.sig
newdefs-trigger\
• trigger.dat

When LU runs and installs (WPDefs) updates, the NcoDefs.ncz file immediately disappears, and two pairs of temp folders are created (sometimes one after the other, sometimes simultaneously) along with some temp files. After a few short minutes, once those temp files & folders disappear (cleaned up), the [currentdate.version]\ folder is updated/replaced with a new date and version number.

During this time, both the [current date.version]\ folder and BinHub\ folder have the following (temp) files generated within them :

- WebAuth_BrandDomains.ccs
- WebAuth_DataProperties.ccs
- WebAuth_Trusted_RootCerts_SHA1.ccs
- Identifiers.xml
- Indicators.xml
- PopularSites.xml
- Redirectors.xml
- Resources.xml
- SafeList.xml
- SearchServices.xml
- Throttle.xml
- TrustedDomains.xml
- URLAnalysis.xml
- WebHostingSites.xml

Once the process is completed successfully, all those files disappear (get cleaned up) from the 2 folders, (leaving the original 4 in each : Catalog.dat , virscan1.dat , v.grd , v.sig), and the process in completed when a new NcoDefs.ncz file is created. 

And it is during that final cleanup and NcoDefs.ncz file creation where the problem occurs! Something is screwing up and preventing LU from cleaning up those .ccs & .xml files and creating a new NcoDefs.ncz file. 

I have tried everything to "help that along", like renaming/deleting the files, but nothing works. Having an old NcoDefs.ncz file in there just makes LU comeback with "no new updates" (doesn't obtain any updates, much less the failed WPDefs). 

So, Symantec needs to examine those files and why LU is failing to finish the job properly. 

STOP blaming XP, STOP blaming N360 (v21), STOP telling me I "have to" update (I can't afford that! Is Symantec gonna buy me a new computer and give me a free product update for that computer?)

NO, I don't "have to" update, because everything worked just fine up until recently. And corruption does not "occur & recover", so all those times that the WPDefs corrected itself (on its own initially, and later with a system restart) does not jive with any theories about corruption or other problem on MY end.

I am meticulous in the care of my OS - I kinda have to be, right? And I vigilantly monitor the Security History log in my Norton product so I know what it does, when, and I learn its habits & behaviors. When it veers from its behaviors, that is NOT cos of anything I did. 

The fact that all other updates are applied without a problem does not support any theory that my product configuration/installation is the problem.

The fact everything else on my entire computer works proper does not support any theory that my OS is at fault. 

The problem lies with the WEB PROTECTION DEFINITIONS updates, and thus, with SYMANTEC.

So stop wasting people's time, Symantec. Stop lying to people and telling them "upgrading" is the only solution. STOP making them jump through hoops and surrender control of their machine to your stupid know-nothing level-1 "support" morons!

YOU getting off your asses and FIGURING OUT THE WPDefs issue on YOUR end is a far more viable solution!!

All this "update" crap is a conspiracy (that no one sees) to corral all the sheep into one pen by getting the sheeple onto one platform so they can all be more easily spied upon and have their data harvested more easily, and its implications are only going to get more dire and bleak (time will tell, but by then it'll be too late).. But that's another thread for another time. 

The bottom line here is this problem has been going on a long time, affecting many users with many different OS & Norton products.

So do the damn math - the fault is NOT on the end-user and their machine or product version!!
It's with SYMANTEC!!!!

Stop making excuses and lying to customers and FIX IT!!!

Or, continue to do NOTHING and watch all your customers walk away to other products.

Hello WTWASP. There are terms of usage for the forums. I recommend that you review them at your earliest convenience. Some additional information and guidance regarding supported operating systems/browsers can be found here and here as well. Although I am NOT an employee of Norton and totally understand you, I can assure you no A/V solution on the market passes the mustard test with a 100% on time every time mark. No company will continue supporting older operating systems/browsers which are no longer supported by their vendors indefinitely. I don't see any older posts on the forums where you have attempted to ask for assistance here either. There are some seriously talented people here, most of which donate their time and are always willing to assist in the most accurate possible way. Just a little something to keep in mind going forward.  Have a grand evening sir.

I did my best to avoid using profanity, so that can't be the problem. If you're going to accuse me with something, then come out with it and be specific - don't refer me to go and read who knows how many pages of ToS verbal diarrhea and try to prophetically guess what you're getting at.

How typical. Telling me things I already know. You don't think I don't know my own machine? What my specs are? What is compatible and what is not? Why do you think I stayed at N360 v21? I tried v22 and had compatibility issues. So I rolled back. The reason I stay with XP is that I have over 10 years of work created on 32-bit platform programs that are not compatible/supported by the newer systems. I am not throwing out a decade-plus of my work because some greedy corporations wanted to rake in more profits by making the stupid sheep abandon a perfectly functional and reliable OS like XP for some new lightweight dumbed-down garbage that results in having to replace their OS every 5 minutes when the next half-baked OS is rolled out. 

Furthermore, Suckmantec recently put XP into what they call "Maintenance mode". Here is what they say about how that affects Norton users with XP machines : 

"Your Norton client security software will no longer receive the new product updates that the customers on supported versions of Windows (Windows 10, Windows 8, and Windows 7) will receive. "
Fine by me, cos I cannot upgrade past v21 anyway.
"However, your Norton client security software will continue to receive the latest malware definitions by LiveUpdate, vulnerability updates and compatibility fixes."
This includes the Web Protection Definitions updates, does it not? I am NOT GETTING what has been promised. If that means creating a patch, the do it. These need to be fixed if they are failing to be applied to the product, and is NOT due to ANY problem or fault with the product or host OS.
"Identity Safe browser extension is no longer supported on Windows Vista and Windows XP."
Again, fine by me as I never used this feature.

Do you get some kind of kickback for being their little watchdog defender?

At any rate, that is a cop-out excuse and you know it. I am not asking for "100%", I am asking for the due diligence required on Symantec's part to investigate more in-depth than just invading my machine and writing me off just because I have XP and N360P v21. I expect them to honor the words "your Norton client security software will continue to receive the latest malware definitions by LiveUpdate, vulnerability updates and compatibility fixes" and endeavor to figure out the problem and help me return my product to the previous FUNCTIONING state it was in before they changed whatever they (recently) changed in regards to the Web Protection Definitions, or (more likely) neglected to fix at all in the first place for ALL THESE YEARS.

That is stupid. I am not asking them to support XP. I am asking them to support the product of their own offering which has ALREADY FUNCTIONED on XP and ensure it continues to function as it has all this time without any other issues. To say otherwise is just negligent and irresponsible and unprofessional, and that is all there is to it. And if Symantec does not care about their customers enough to ensure they are kept happy (which they clearly do not), then I guess they won't care when they lose customer after customer, compromising quality customer care and product support for profits and idiotic one-upping with their competition (where these disgruntled customers will ultimately go to).  

And who said anything about forever? I was just hoping to eek out another couple of decades before I croak at age 65.

Look, I have reached my LAST NERVE on this issue, and my patience for bull$hit is well below zero, having dealt with so many idiots over the past 3 weeks who know nothing and have even less desire to make any genuine effort to work towards figuring out the problem and actually fixing it (instead of just blaming everything on my end and ignoring the issue), and then hanging up on me when confronted with having to actually do their job and THINK or do more than just mindlessly answer phones and recite scripts (which achieves NOTHING but to piss me off even more). If these crybabies cannot muster the level of thick-skinned objective professionalism to deal with the real scenario of helping even the most angry of irate customers, then they should find work more suitable to their snowflake disposition that will protect their pathetic widdle feewings.

I am not their babysitter, so I will not coddle them and hold their hands when their job gets "too hard" for them.

They are not my parent and I will not tolerate them lecturing me how I speak when I am upset (and made MORE upset by their incompetence, unprofessionalism - THEY are PAID to rise above and be the professional, not me), and utter lack of focus on what is important : fixing an issue. These morons are more concerned about words and namby-pamby protocol than fixing a damn issue and making a customer happy.

So I have no more patience for "talented" people whose only talent is wasting my time, lying to me, making excuses, and telling me what I already know or have tried and ruled out as a solution. 

I am actually hoping to encounter other users here who have had this problem (recently or in the past) and maybe found or was provided with a REAL solution which they might be willing to share - if there is a fix, a workaround, a file to be modified in the product directory (this happened once on another minor issue), etc. Something other than the mindless "upgrade" solution, which is no solution at all for those of us whose options are incredibly limited for a myriad of reasons.

I suspect other users will be more honest and forthcoming with information than any Symantec lapdogs who are only interested in making people spend their money.

So unless you have anything of useful value to offer me, I'll appreciate you abstaining from addressing me with any more useless "been there done that" suggestions that I have already been tried to death and are in my rearview.

This issue was (and probably still is) happening with Norton products older than mine, on Windows 7 and Windows 10 and everything in between. So stop blaming XP and citing that BS excuse about no support - that is irrelevant. All "XP is no longer supported" means is that MICROSOFT is no longer issuing updates. It has NO BEARING on Symantec being capable or not of providing support for its own products - the only thing standing in the way of that is their own desire/will.

I have gotten by just fine (without added "support" from Microsuck) for FOUR YEARS, and everything worked fine (til recently), in part because my Norton product was doing the protection. 

Without LU updates being successfully applied, that protection is compromised, and it is up to SYMANTEC to look into that and find the problem and correct it. I will wager this WPDefs/NcoDefs.ncz/Error8920,308 thing is just some small glitch that could be worked out in short order with proper analysis on their own end. If they actually dealt with the issue instead of blaming other entities, dismissing customers, and reciting excuses like a broken record, this issue could have been resolved ages ago.

I agree with WTWASP that this problem of Web Protection Definitions failing to update correctly, and then generating an "Error 8920,208", has gotten significantly worse in the last month or so. And I'm running Norton Security v22.14.2.13 on Windows 7 Pro, so this is NOT an old version of NS running on Windows XP issue. I intend to start a new thread with all my system specific info. But for now I wanted to voice my support for the frustration that WTWASP is experiencing. This IS a real problem, and the Symantec software developers need to investigate it.

Perhaps now, with the same complaint/observation coming from a user running NS v22 on a Windows 7 Pro OS will be a little more persuasive to the powers-that-be. 

As an added update to my situation (hoping i do not jinx anything by sating aloud here), much to my shock and (euphoric) surprise, the WPDefs FINALLY had a successful update session.

But, as my own experience and the testimony of others have already proven, this is not proof of a permanent or even long-term fix - it could be anything from a mere temporary/short-term fix to a random fluke that occurred all on its own somehow (I've seen this happen and still have no logical theories on those instances).

Only time will tell over the coming hours/days/weeks/months, if today's successful session was a proper fix or a fortuitous fluke. 

I am of course (naively?) hoping that today's successful LU session was on account of someone in Symantec having finally heard our pleas and did some proper investigating, troubleshooting, and made any necessary corrections to something on the Symantec end (its server, et al), and that this will indeed be a resolved issue, once and for all.... or at least, for a while, anyway... until the next "innovative step to profitable progress" throws a modernized monkey wrench into the whole thing all over again and the problem is reprised for everyone - modern users and old dinosaurs (like me) alike.

Very interesting... the links I posted to those old threads have been DELETED. Getting an error of some kind anyway, sating the page doesn't exist. 

Not sure why? Unless they were blocked by an admin or the links got truncated and rendered void?

Oh well, I found them again on Google so I think I'll play it safe and keep copies of the thread(s) in PDF (including this thread), just in case they DO get "deleted"... "somehow".

I'm not sure, but I think the Web Protection Definitions may be acting up again.

I did a little (reversible) experiment to see if the WPDefs were still stable in their processing, and the results were not encouraging (they failed). 

But I guess I'll know for sure if everything is okay or not based on the next time I get these WPDefs (which used to be a couple times per day, or maybe it just seems that way due to all the failed attempts), and whether they are successful or not. 

This problem seems to be affecting the reliability of my daily MANUAL full drive scans - they normally take 75 minutes and ALWAYS get logged in the Security History no matter what, but 2 out of the past 3 days saw them run uncharacteristically short (no, the Quick Scan had nothing to do with it) - once was only 7 minutes, and the last time was 57 minutes - and neither of them logged in the Scan Results - this is a sure sign of a problem with updates being up-to-date. 

If these WPDefs are not secured to run successfully every time, then the scanner is compromised and the entire software is rendered unreliable, if not completely useless.

I'll continue to monitor the LU updates very closely (more than I normally do) and report the findings.

Probably, I have not yet "heated up" to such an extent of indignation,  but I seem to understand quite well the emotional state in which the author of this thread is located. When you see the presence of a problem, and not just the presence of "some minor inconvenience," and all your attempts to communicate about the importance of this obvious (serious) error do not even lead to a reasonable response, at least, then there is reason for indignation.

But this problem really poses a potential threat to the numerous users of your products. Moreover, most of your users do not even guess about this, being sure that the "highest possible" level of their security is properly maintained.

I want to support the author WTWASP and confirm: the problem is not in the OS version and not even in the version of your application.

(I use 2 PC with OS: Windows 10 Pro 1803, 17134.191; Symantec: N360 22.14.2.13 installed)

Today, one of them received the update of WPD, and the other has not received and does not receive though a few subsequent attempts to start a session LiveUpdate during last two days.

Well, I am wondering if Symantec's big solution was NOT to actually FIX the issue properly, but to "force" the WPDefs through once, and then never offer them again?

Because they finally successfully were applied on July 30, and now it is August 1, and in those 2 days there has not been a single instance of any new Web Protection Definitions. 

Maybe I'm wrong and there really are no new WPDefs available (which is odd.unlikely, but not impossible), or perhaps Symantec has temporarily suspended them pending a proper investigation & fix to the issue, and there's really nothing to worry about?

All other updates appear to be coming in without any issue... *knock wood*...

Has anyone else received ANY Web Protection Definitions between July 30 and today (August 1)? This is assuming one's system and Norton product is consistently connected to the internet (not turned off or anything) and able to check/get updates.

I skimmed over my entire Security History for Live Update and found that WPDefs are issued at least a couple times per day (when successful - more frequently when not). So, for me, this extended period with no WPDefs at all for over 24 hrs is concerning, but not quite as troubling as getting them only to persistently fail.

It's interesting how one of your machines got the update, but the other did not at all? 
What the hell is Symantec doing?

I'm not sure if this will matter, or if it will be any real indicator of anything, in case the size of any given update can vary based on OS or product or other variables, but, just out of curiosity, how big was the most recent WPDef you received on your one machine, and when was the time before that you received the WPDefs? This may sound like random queries but I find it could help (me) connect some dots or paint more of a picture.

On my system, the WPDefs (successfully applied July 30) were 3.42KB and the WPDefs (hub) was much larger at 13.47MB... any match?

Hi WTWASP,

PC1 (was switched off 30, 31): WPD update today morning (266.47 KB) (~11:00 GMT)

PC2 (without updates?): last update july-30, (266.47 KB).

Last News: about 20 minutes ago, automatic WPD update (1.69 KB) on both PC’s

Thus, at least for me, everything works properly.

Perhaps in these long and hot summer days most of hackers rest on yachts somewhere near the Canary Islands ... accumulate strength for the season? 

Therefore, WPD updates appear quite rarely and not regularly.

Hey Drake, thanks for the reply.

Well, I had a similar turn of good "fortune" myself today. I too was pleasantly surprised to see some WPDefs come in, and (eventually) be applied successfully. 

Mine were of different data sizes than yours, but I suppose that's not unusual given our different operating systems - so I suppose I can rule that out as any kind of indicator or benchmark for functionality or behavior. 

The first attempt I had was via an Automatic LU session, and it was a few updates which included just the WPDefs update on its own (no "hub") - that update failed to apply. All other updates were successful.. 

But upon seeing this in my Security History, I prompted an Interactive (manual) LU session, and the WPDefs were again retrieved (another 13.47 MB worth, which I guess was the "(hub)") and both WPDefs  & WPDefs (hub) updates were successfully applied.

So, that was good to (finally) see.

However, another little detail I did notice (due to my obsessive vigilance, I opened the WebprotectionDefintions folder during the LU session to observe the activity), is that while the NcoDefs.ncz file did not disappear and regenerate this time (as opposed to my description a couple posts back), it was eventually "updated" to present date & time in its Properties under "Last Modified". 

All the extra files that typically appear in the BunHub folder and the [currentdate.version] folder were successfully removed afterward, and the latter folder was updated from 20180730.301 to 20180801.300. 

So far, everything looks good.
This is how it all SHOULD play out on a consistent basis (maybe not the initial failed WPDef, but as long as it is successful soon after, with or without a hub update, I'm not gonna complain about a few minor hiccups, if they are soon corrected).

I will continue to vigilantly and closely monitor the situation and take note of any changes, big or small, to the behavior and frequency of LU sessions and the updates retrieved.

Haha, the hackers may very well be on some yacht somewhere, but I doubt they ever really take too many days off. Crime never sleeps. :-) 

Thanks again for sharing your experience and specs. 

I hope these recent WPDefs successes are indicative of a long-term prognosis and we can all go back to some peace of mind.

Well, that was short lived...

Since the last post I had another WPDef update get applied successfully on the first try, but then somehow the stupid OLD directory "20180730.301" got created AFTER I received the August 1 update. And now the stupid WPDefs won't update at all. Fail, fail, fail, fail.

I thought Suckmantec had this fixed? Oh right, nothing stays fixed with Norton. 

I guess it's time for another security software... 

Anyone else getting Fails again?
