Cannot uninstall completely

After several weeks of problems with my internet stuttering and throttling down, I finally had a technician from my ISP come out.  He checked bandwidth on his computer and mine and not until I uninstalled Norton did my bandwidth come up again.  The problem is, apparently it's still not completely uninstalled, as I still get notices from Norton and can still see it running under Services--and of course, it won't let me stop the service.

How do I get this completely uninstalled so I can install another firewall without conflict?  BTW, I had already tried to install another firewall and had major problems.  Once I discovered Norton was still running, I understood why.

How did you uninstall Norton? You need to run the Norton Removal and Reinstall tool using the advanced Remove Only option. See  www.norton.com/nrt

Things happen. Export/Backup your Norton Password Manager data.

If no joy with the use of REMOVE on the Norton Remove and Reinstall Tool, as crazy as it sounds, you may have to reinstall the Norton product from your ISP (who is your ISP?).  Once reinstalled try the REMOVE as peterweb suggested again.  It is possible your initial uninstall became corrupted and the fix is to reinstall and try another Removal.

What I finally ended up doing, because the process was causing major bandwidth problems, was to use Revo Uninstaller Pro to delete most of the files and the Windows registration entries.  Some files refused to uninstall, and I couldn't turn off the service, until I logged in in safe mode, turned off Norton services, and then deleted everything.   I supposed I could have reinstalled Norton Security, but this was more permanent.  When I finally installed a replacement program, the bandwidth problems disappeared, probably because there were no more conflicts.  This one is computer resident so I don't end up with the issue of not being able to run a full scan without internet access.
