Internet access Catch-22

I've just gotten a Norton Core and am trying to set it up with a standalone modem at a new address. Because I've got a new connection I need to access the configuration settings on the modem to connect. Unfortunately, since it's a modem only (I don't need 2 routers) and I don't have a computer with Ethernet (which is very common today) I need a working WiFi router to access the configuration. With any other router I've used in the past this is easy enough to do since WiFi is a local networking technology but for some reason the Norton Core needs an internet connection before it will turn on the WiFi radio. Is there any way to force the Core to enable WiFi so I can configure my modem and connect to the internet or is the Core really that useless in what would seem to be its ideal configuration?

Re: Internet access Catch-22

Ask a friend with a laptop to assist with setting up your connection directly to the modem via Ethernet. Setup Core to it once that is completed. Accessing a standard router interface via WiFi isn't possible until AFTER modem setup is completed.
