After the system was reinstalled, Norton could not be activated after downloading, and I could not connect to the server all the time. I tried restarting, tried changing the Google browser, tried reinstalling, but still failed to activate. The system is win11, but it was win11 before I reinstalled the system.

The system is win11, but it was win11 before I reinstalled the system.
If in fact you are using Windows 11, Norton does not support beta operating systems. You may be able to install Norton on Windows 11 beta, but there is no guarantee that any features will work at all.
