Dont know why. This has happend a couple oftimes before, yet went away.. Now its back and occuring each time i reboot. I took a picture that shows a shot of my taskbar, 2 instances of NIS are starting up and stays that way, yet just found out i cant upload it.... Either way, Why is this occuring?

Hi. It is win 7 64 bit. i have cleaned out my icon cache before. Both icons that are in taskbar are active and both pen up NIS....Takes a shut down and reboot to hopefully have that not occur. Today it took 3 reboots to only have one instance open. What a pain. Any ideas as to why this is occuring. Thi system has been restored and this fresh NIS

Are you saying that you did a Windows 'system restore' from a restore point, or that you did a recover from a recovery partition or from a disk image? When you say 'fresh NIS' what does that mean? Did you uninstall NIS and reinstall after the restore/recovery?
The fact that you did a restore/recovery may be causing your problem depending on exactly what steps you used.
We need more detailed information on exactly what you did before getting to this point. Then we will be better able to help you.
I dont do restores, or backups, I completely clean my systemes. format:c , fresh system..... NIS 2012 was instaled right after a new FRESH version of windows 7 64Bit was installed.

Having two Norton icons on the task bar may not necessarily mean that you have two instances of Norton running at the same time.
Try clicking on the ^ arrowhead on the taks bar and then on Customize. I see several entries for different aspects of Norton some of them with Show icon and some only Notification.
Any chance that that is what you are experiencing?
