I purchased Norton Internet Security for my office desktop and am now trying to download to my son’s laptop. I have not bben able to find out how to do this anywhere on the Symantic site.

If you created an online Norton Account, you can just go to that site from your son's laptop. Your remaining number of licenses will be listed there along with your activation key.
You can then proceed from there.

And to add to the other posts – look for “Use an existing Key” when you are asked to activate and insert the key.
You can use the Trialware link to download and install the Norton Internet Security 2008 version in your second computer. After installing the Norton product, you need to activate the Norton product using your product key.
