Active windows does not come to the front

Problem: The active window does not come to the front ("in focus"):

I am running  the latest version of Norton Security (rev: 22.6.0.142) on Windows 10.

Problem details:" Let's say that I have 3 or 4 windows open (for example, Outlook, Chrome, Excel and Word). When Norton is running, and I try to open a window that is "behind" either with "Ctrl Tab" or by clicking on the icon on the taskbar, it does not come to the front.

But if I stop Norton, all works fine and the active window comes to the front.

Any fix?
