Added a family member to my account and cannot get it activated

Cannot activate a new family member. I was on hold for 30 Ish minutes and finally went to a person who pretty much did nothing; they told me I was getting an email with activation but would not stay online to confirm, never received an email

To what account are you adding this family member? Is this for Norton 360 or is this a LifeLock issue?
