Could you please run live update until shows "Your Norton Product has latest updates" and restart your system whenever it requires. This will download latest definitions and keep your system up to date.
Check the system date/time with current date/time? and change it if it was not set to current date/time.
Do you have any other security product installed on your machine?,If so please remove(un install) them
Please provide the product version(you can find in NIS Main UI->support->about, OS version with service pack information?
Several other users in the forum have reported this issue with NIS 2012 - see Leofwine's thread here titled NIS 2012 - Smart Firewall Button/Status Greyed Out, and LazarusLong's thread here titled NIS 2012 Errors and Big Issues for two examples. The Norton 360 v. 6 currently in public beta also shows this issue on occasion - see elsewhere's post here titled Settings Greyed Out.
Symantec employee michaell posted a comment about this issue here in LazarusLong's thread on 13-Sep-2011 acknowledging the problem. Ashwini reported here on 08-Dec-2011 in elsewhere's thread that B133 (which I assume means Build 133) of the N360 v.6 beta had a fix but I haven't heard anything about a bug fix for NIS 2012.

i have all live updates in stalled from norton and my Trust level is 0% and am runing the most up too date wish is 19.2.10

This is a bit off topic, but are you sure your Trust Level is 0%? If that's correct, your should make note of the Last Run date of your background Norton Insight task that's supposed to automatically updates your application trust ratings (see Performance | Norton Tasks), and then run a manual update from Performance | Applications. My trust level with NIS 2011 is normally around 85% - 90% when the scan performance profile is set to the default Standard Trust.
Are you using NIS 2012 or NAV 2012? Did you recently install/upgrade this software, and are you sure you've installed all possible updates? You may have to re-boot and run LiveUpdate manually a few times until you're only receiving pulse updates, and this might require multiple re-boots to get all the various patches delivered, even if Support | About shows that you have the v. 19.2.0.10 product.

I see what you are saying and I'm fine with that, but it did happen twice again under Settings -> General -> Performance Monitoring. In that area everthing was in an on state. Had to logout and login again to restore the slider color themes.
Can you attach screenshots for the instances that you see where this occurs?
As for the last screenshot, this is how the software is designed. If you disable an entire feature, you can't turn on/turn off sub-components of that feature or change settings because it's disabled as a whole.
