I forgot to mention in my previous reply that if you have a Norton product installed on your computer and it doesn't automatically activate, you can try syncing to the Norton subscription server from the Norton interface at Help | Subscription Status.
If necessary, you can also enter your product key (a 25-character alphanumeric string) manually at Help | Enter Product Key to activate the product. If you don't know your product key then log in to your Norton Account at https://my.norton.com/account/subscriptions - the Subscriptions tab of your Norton account should display the product key for any active subscription that hasn't expired yet. Note that there should also be a yellow Download button on the Subscription tab of your Norton Account that will download an online (stub) installer that can manage the entire download and installation of your purchased product; try this stub installer if you have any problems installing Norton Internet Security (NIS) with the latest full offline installer from https://www.norton.com/latestnis that I suggested <above>.

Are you seeing that error when you try to download using your Chrome browser? I googled that "We are sorry, but you do not have access to this service. Please contact your Organization Administrator for access" error message and and it usually occurs when users try to download from the Chrome Web Store or some other Google site while logged into their Google account on a business or school computer. Have you tried downloading using a different browser?

Do you know what version of Norton Internet Security was running correctly on your Win 7 computer before your subscription expired?
As far as I know, there shouldn't be any problem running the latest Norton v22.21.11.46 products - including Norton Internet Security - on a Windows 7 computer as long as Service Pack 1 is installed and the operating is patched to end of extended support on 14-Jan-2020 (see the system requirements in the 14-Dec-2021 Norton v22.21.11.46 product update announcement <here>). If the KB4474419 update (rel. 23-Sep-2019) that adds support for SHA-2 code signing of digital certificates has not been installed yet then Norton products newer than v22.21.3 will not run correctly. See Norton employee Gayathri_R's 16-Apr-2021 announcement SHA 2 Code Signing Support for Windows 7 for more information.
To determine if you have Service Pack 1 go to Control Panel | System and Maintenance | System (the image below is from my old Vista SP2 computer). You should also be able to find if you have a 32-bit or 64-bit operating system in that same Control Panel window.
To determine if you have KB4474419 installed see my comments in anotherws' 03-Dec-2021 thread Windows 7 Install Failure. I've posted how to search for KB4474419 in your list of installed updates at Control Panel | Programs | Programs and Features | View Installed Updates [search for the full string "KB4474419" (without the quote marks) and not a partial string like "4474419"], and the solution in that thread has links to instructions for installing KB4474419 if it is missing from your installed updates.
If both Service Pack 1 and KB4474419 are installed I'd suggest you first run the Norton Remove and Reinstall (NRnR) tool in advanced "Remove Only" mode as instructed in the support article Download and Run the Norton Remove and Reinstall Tool for Windows to remove your old installation. If you see a prompt to download an installer from your Norton Account after your system has re-booted just close the prompt to decline and download the full offline installer for the latest Norton Internet Security (e.g., NIS-ESD-22.21.11.46-EN.exe for the English-US installer) from the generic download link at https://www.norton.com/latestnis, save the installer to your desktop, and then right-click and choose "Run as Administrator". Once the installation has finished run a few manual Live Updates to ensure you're fully patched. Post back if you need a full offline NIS installer for another language / region that isn't automatically offered at that generic download link.
Click on the Start button and type winver to get you version of Windows 7 Premium. If you have not installed Service Pack 1, SP1, your system is not compatible with Norton products.
User @lmacri is more familiar with the older Windows versions and what versions of Norton will work. Maybe she can help you here?

Where did you originally purchase your Norton subscription?

Is this on a work related computer? If so, they may have locked down the computer to prevent you from adding non authorised software. You will have to contact your IT department for help with this.
If on Windows 8, 10, or 11, be sure you have turned off Windows Fast Startup feature. If you use Windows 8/8.1, 10 or 11, there can be an issue with the Windows Fast Startup feature.. See more information here.

Are you reporting that upon Norton subscription renewal. Your Norton product was removed and then did not re-install? Are you Automatic Renewal? Did you manually enter a new product key?
