I have the same issue and i suspect by the amount of views (500 odd) this page recieves alot of other people do too.

I have same setup as 1st post
XP SP3 NAV 08
ALL norton apps fail with the same message.
I have uninstalled the entire norton line (NAV, live update, symantec notices, symantec shared folders, etc etc)
Done reg scans, removed everything and reinstalled only for it to fail INSTANTLY.
I cannot open any ms office documents either because it wants to scan them with NAV, which wont start!!!!! so no doc
I am uni student with 3 weeks to exams and submit semester long records and data - contained in word!!!!!!!!!!!!!!!!~!!!!
I cannot and will not format. There must be a fix,

Have you tried updating to NAV 2009? To get the latest version of your product, please visit the Norton Update Center and select your current product and version. It will display the most current available update.

I've had problems before with Symantec product but nothing like this. And I always seem to advise my clients to purchase Symantec products first.
A little story;
Windows XP Pro SP3.
Intel Pentium 4 3Ghz, 1Gb Ram, 80Gb Master with 1/2 empty. Little Data Server
Retail purchase of NAV2008 3 User
Had the first error on installation of Nav2008 after install trying to finalize. The "symcuw.exe", shutdown restarted then came the "oscheck, ccapp" and so on.
Multiple spyware and antivirus scans, uninstalls, with and without the tool, only if I turned off all the services first.
Scoured the registry and deleted anything "Norton and Symantec".
Multiple restarts as you can imagine.
Multiple checks of the system to make sure that it was clean before re-installing.
After every re-install I get any Symantec "application failed to initialize (0xc0000142)" ERROR.
I have checked all the forums and threads with no solution.
I am NOT FORMATING THE HARD DRIVE and starting over.
I havn't been beaten by a piece of software yet, but I guess I'm going to need some other help. This system is running CLEAN!
Is this just a bad installer? I have tried two sets of NAV2008 Disk.
I have noticed a few of the same errors in other posts from other Symantec applications, but I have not been able to solve this one.
Anyone have any great idea's.

I'm having the same problem, after installing Norton 360 v2.0 5 user small business edition. Have tried the CD as well as the downloaded versions. Computer is running XP Pro w/ SP3. Is Norton in-compatible with XP SP3? This PC is quite clean, having been freshly installed just this past week. Very limited additional apps are on the box; just a collection of media players (flash, quicktime, adobe reader), Office XP SP3, e-Sword, a couple PowerToys, and Win2k03 Resource Kit Tools. STOPzilla had been installed, but was removed prior to the first attempt at installing Norton.
Unfortunately, Norton doesn't offer a custom install option, so I can't even easily play around to see which specific piece of Norton is not working!
