An antivirus on-demand scanning engine on the VirusTotal website known as SecureAge APEX developed by the cyber security firm SecureAge has detected an AMD computer application on my computer called WULaunchApp, which goes by the file name WULaunchApp.exe to be malicious software. Second, when I try to open the WULaunchApp application on my computer, my computer shows that there is no developer for this app. Therefore, should I delete or not delete this app from my computer?

VirusTotal does not scan files or URLs. VirusTotal receives results from different AV vendors. If your WULaunchApp.exe is still listed as malicious in VirusTotal results ... it's because the AV vendor hasn't sent VirusTotal updated results. Once the AV vendor sends VirusTotal updated results, the information is updated in VirusTotal.
If after some days it's still flagged, please contact the AV vendor and let them know that they have to send updated results to VirusTotal.

I am experiencing a false positive, my file or site should not be detected.
VirusTotal simply aggregates the output of different antivirus vendors and URL scanners, it does not produce any verdicts of its own. As such, if you are experiencing a false positive issue, you should notify the problem to the company producing the erroneous detection, they are the only ones that can fix the issue.

VirusTotal engine format and configuration is different than the consumer and corporate products’ default configuration. VirusTotal uses a command-line engine with different configuration and detection techniques/heuristics which might detect more than the commercial product. Commercial products have false-positive suppression mechanisms which are not present in the command-line engine in VirusTotal.

Was it just the one product that flagged the application as malware? I would not do anything to remove or alter a file if only one VirusTotal participant is suggesting that it is malicious. There would be reasons other products are not in agreement. For example, it could be that SecureAge is using heuristics that are set to be highly aggressive and more prone to error. I would resubmit the file in a few days to see if other programs flag it. In the meantime, you can scan it with Norton or run a Norton Power Eraser scan if you are still concerned. Just be careful, because Power Eraser is also prone to false positives -- do not remove anything it suggests until you have thoroughly researched it. The real WULaunchApp is legitimate and helps AMD processors run faster. You don't want to delete that.
