Thursday evening (8/20/2020) I contacted support because when Norton upgraded and changed from Norton Security Premium to Norton Lifelock, the obnoxious adverts to install bits of it that I didn't want (which always appeared even though Special Offer Notification had been off since I installed it) started showing up on my furthest right monitor at the very top and mostly off screen. I have 3 monitors and am running Windows 7.
I have always had my Start Bar up top. Before Premium became Lifelock, these annoyances used to show up at the bottom right. Now they show up at the top right and mostly off screen. There is no way to turn them off.
When I contacted support via chat, I let him connect to my machine and he did a full uninstall using NRnR.exe, removed every Norton thing from the registry with NortonSymHelpUAT.exe, reinstalled with N360Downloader.exe, and turned off the Special Offer Notification option once it was all installed. Since the popup didn't come back in the minutes after the reinstall, we both assumed it was fine. It didn't appear yesterday when I rebooted, or any of the times it woke from sleep between then and Thursday night, but this afternoon after waking my machine from Sleep Mode, an annoying "set up your VPN" ad.
Now, I don't mind the obnoxious reminders I get on occasion for my browser that much. Even if the "never ask again" option really means "ask again in a month or so", those are at least infrequent and are displaying properly. Also I like the background task notifications, and the "this file is safe" notifications. Those appear where they should, right under my date/time by the start bar. Those are great. Love those. Those aren't the issue. Heck, the issue isn't even so much that the "set up [service you don't want to use]" reminders are annoying and I can't turn them off... it's that they're now in a really weird place on my screen and a full uninstall/registry purge/reinstall still didn't fix it.

- 3 - Wait long enough. It'll happen.
So... My question is... is there a way to permanently turn off these spammy "reminders"?
I will not drag my start bar down to the bottom. I've had my desktop set up that way for 30+ years and that's not up for debate.
I also don't want to bother with the VPN. I don't want to hear any schpeals about privacy or netflix. Just because I have the option to use it doesn't mean I have to, and I shouldn't have to use it to make the reminders go away. Same goes for backup, and the browser addons. I'll pass. I just want the notifications to stay gone forever.
