You must have run the fix (registry) from one of my posts or the likes of bleeping as,

 

1. The rogue is not running.

 

2. You can run .exe's without them

a) being blocked.

b) Running one causes the rogue also to start up, as per the instructions in the registry.

the av.exe starts back up when I try to run another .exe.

I have to disable av.exe in task manager otherwise hijackthis wont run.

hmmm you have task manager able to run

 

You need to run the registry fix to stop the Rogue running when .exe's are started.

Note that the OP is running the BETA release of HiJack this which is not reliable.
