Application blocking too complicated for me

Even though I'm pretty experienced (30 years of personal computing, 15 years of professional computing work) and have configured most of the common firewalls for Mac, Windows, MS-Dos, WinNT, etc, I'm not able to evaluate the information supplied by Norton for Mac's firewall's application blocking function, an example from today being "/System/Library/Automator/Get Permalinks of Articles.action/Contents/Resources/es_MX.lproj" which holds this:

My guess is that it would have been fine to release this but it's only a guess of the "damned-if-I-know" variety, and this is just one example of many.  I finally turned off Application Blocking, since Norton still reports my status as "Safe," even though it makes me apprehensive to do that.

If anyone can provide some useful guidance about Application Blocking, I'd be grateful.
