AppSetup_15.9.exe virus or harmless?

I don’t remember downloading it. I accidentally double-clicked on it but nothing appeared. Maybe it was so fast I didn’t notice it. There are the files CrashDumps\AppSetup_15.9.exe.28064.dmp and in some other folder there is Report.wer. Norton says this program whatever it is, is legit. Should I be worried? Thank you.

The file is in the Downloads folder. I cannot remember what I might have done for this to happen, but it was downloaded yesterday about 0000 UTC.

Don’t remember what I was doing at the time or what I did to cause it to download. I intended to start the Gnu Octave setup but double clicked on AppSetup_15.9.exe instead. Norton 360 claims “thousands” of their users have this file and are nuts about it and that it is only a week or so old. This file is present only in the Download folder. A search of the computer shows that the associated file qqwdsdff.dll is not on the hard drives. Other than Norton messages about unusual amount of traffic displaying once a day, nothing new has happened. I don’t know whether this is related.
