Where are you seeing this? If it is on you mobile device and asking to open your vault on your computer, it is the Passwordless Vault Unlock feature of the Norton Password Manager.
If that is what you are seeing, use the instructions in the link to see where it is turned on and use that to turn it off if you do not want it.
