Backups are encrypted before storing, whether online or on an external drive. This is a security feature to protect your data should an external drive be stolen.
Using the Norton Backup Drive in Windows Explorer is using a Norton feature to display your data in an unencrypted form.
I want to look at my backups and see exactly what I see on my PC. I don't know why it should look any different. I want to use my backup to load files on a new computer, I don't believe I can do that.
Your last image is showing the contents of your C drive from the backup set that has the name Ken on E. You can click through those folders to find what folders and files you need.

Where is Ken on E:\C:\
Are you backing up C:\ ?
So you click on Norton Backup Drive and then you have a folder Ken on E: ?
I'm seeing folders on C:\
I have followed your instructions as closely as I can understand, I do not have any additional accounts other than admin. I have attached a screen shot of what I saw.

Manage backup files on Norton Backup Drive
Norton provides the Norton Backup Drive in your Windows Explorer after you configure your backup. Norton Backup Drive contains a list of backup destinations where your files are backed up. Each backup destination contains the backup sets to which the backup destination is configured.
You can use the Norton Backup Drive to view the files that are backed up. You can view the Norton Backup Drive after you configure backup.
If you backed up your files to a media device, ensure that the device is connected to your PC and turned on. You can then view the files on the Norton Backup Drive.
If you backed up your files to Secure Cloud Storage, you must be connected to the Internet. You must also be signed in to your account to view the files on the Norton Backup Drive.
You can also preview files you have backed in the Norton Backup Drive. To preview, right-click a file in the Norton Backup Drive and select Preview from the drop-down list.
To view the files in your cloud backup, you must set the Network Cost Awareness option in the Firewall Settings window to No Limit.

In Windows Explorer, click Norton Backup Drive.
Select the backup destination and navigate to the backup set that contains the files that you backed up.

Using a Windows Admin account, open Windows Explorer. Click on This PC in the left pane, and then double click on Norton Backup Drive in the right pane. (credit)
The most important point here is that you must be logged into Windows using an Admin account. Just opening Explorer As admin will not work. (credit)
