So far it seems Norton is ignoring this major problem that has been going on for almost a full year now maybe even longer it just hasn't been addressed with Norton.
I have now spent around 10 hours doing research on this issue and it seems there is no resolution insight with why Norton keeps blocking or not allowing Battle.net app to load and work correctly. Any other firewall or antivirus program has no problems letting Battle.net load and play games that are through the Battle.net app. I have now installed windows 11, 5 times and have done different steps to get Battle.net to work with Norton and it just doesn't there is no reports on any logs from Norton with the apps related to Battle.net and Blizzard Entertainment. I can install it without no norton and everything works great, the moment I install norton battle.net works for the first time until you restart the computer and then battle.net stops working.
You can't download updates, you can install other games. Disabling Norton doesn't fix it, the only way it works is if you uninstall Norton all together restart the computer and just like that battle.net works and you can do updates to games and download games and even purchase and access games from the store side.
The moment you install norton again it does it all over. I have deleted all traces of Norton every single time and it doesn't matter, from the norton uninstall app you can get from nortons website and then going through the windows registry and removing anything related to Norton it doesn't fix it. Norton simply doesn't let battle.net work.
Links that I found on a previous post on Norton all those are junk, not one is right. Battle.net has no help for why Norton does this. This is not a Battle.net or Blizzard issue this is a Norton issue. I have done everything suggested even having Norton ignore the program all together under the administration setting section and it doesn't do anything, Norton just sees battle.net as a threat no matter what and the logs don't show anything about it. I'm sick and tired of having to uninstall, re install, uninstall over and over to just play or do updates to my games. Norton should be paying me for my time dealing with this problem that they have created and have no answers for.
Get your people on this A.S.A.P and get it fixed I'm not the only one there are 1000's of people Your norton 360 gamers version is not the solution I've read on Redit that it still happens with that version of Norton so you need to either talk to Blizzard directly or whomever but get this fixed.
If you do I think you could exclude the .exe file by adding it to split tunnel :
Launch Norton device security product.
In the My Norton window, click the drop-down arrow next to Secure VPN.
Click Settings.
In the Settings window, click the right-arrow next to Split Tunnel.
In the Split Tunnel page, move the slider to enable Exclude apps from your Secure VPN traffic.
Click Add.

What message is displayed when Norton is interfering with the app? This would help us try to determine what Norton feature may be involved.

Are you using the Restart command, or are you Shutting down and then starting up again? Be sure you are using the Restart command. Not Shutdown and startup again if you have Windows Fast Startup feature enabled. If you use Windows 8/8.1, 10 or 11, there can be an issue with the Windows Fast Startup feature.. With Fast Startup enabled, you might not be getting a full restart of all drivers required for your Battlenet, whether they are Windows, Norton, or Battlenet drivers.
