I just got a bogus email claiming that I can get an extra 6 months subscription on my Norton account if I follow the included link (ho hum). Can anyone point me in the right direction to tell Norton about this, I've just spent a good ten minutes looking for a relevant contact link and my patience has given out.

I'm not sure where you can forward that message. In many cases the email address abuse@ works to get it into the correct hands
Your message here will be seen by staff and that will be an additional alert that another scam is in the wind

You could just contact Norton's OnLine Customer Support via CHAT which users tell us is quick and painless -- they should know who to send it to.
To contact customer support Click on this link and work on from there.
You can choose CHAT or Email; email or phone may have a long wait time and feedback from users tells us that CHAT is by far the best at resolving problems.
Note that that link is to the USA/CAN website so if you are located elsewhere I'm sure you will be able to find the equivalent location on your local Symantec website; some pages have a link at the top right where you can select the country you are located in.

After emailing tech support I got given the following email for reporting these issues anti_phishing@symantec.com .
