Most security software comes with easy to create rescue disk. I can't see any such thing in NIS 2014. I did find two things:- Norton Bootable Recovery Tool (not sure if works with 64bit) and Symantec Endpoint Recovery Tool. Which of these is suitable as a "bootable Rescue disk" for Win 8.0 x64bit? Or is there a simple in-built option in NIS that I have not found?
To reply to your answer you could use Norton™ Bootable Recovery Tool in windows 8 64 bit machines and it would be easy to burn n use.

Welcome to Norton Community. Yeah, what you found, the Norton Bootable Recovery Tool (NBRT) is the tool provided by Norton to its active customers for rescuing the system on emergency (ie, rescue disk).
This is what norton tells:
"Norton Bootable Recovery Tool helps you create customized rescue media (on DVD or USB) before your computer becomes infected. If your computer becomes so infected that it won’t start, you can use your rescue media to start your computer and remove the threats that caused the problem.
Your license for your Norton security product includes use of Norton Bootable Recovery Tool. Make sure you have your product key or PIN handy, then take a moment to download the Norton Bootable Recovery Tool wizard and follow the simple steps to create your customized rescue media."
When you need to create a bootable disc with NBRT,
- you will have to download the Setup download file NBRT-Retail-Downloader.exe
- Execute the NBRT-Retail-Downloader.exe - It will download necessary files to a location under user's directory.
- Now execute NBRTWizard.exe if not executed automatically
- Agree and install
- Choose the option to create the CD / DVD or USB Flash or Update USB definitions
- Then select the path
- Now the setup will download latest files and definitions
- Burn the data to the destination
- Reset the system, edit the BIOS to boot from USB/ Removable media /CD / DVD
NBRT is architecture independent (ie x86 or x64 is not a problem). The necessary file required will be downloaded by setup file.

A tool similar to NBRT is NPE(Norton Power Eraser). But it doesn't boot from external media individually. It is a powerful tool and must be used only if supervised by an expert. To use it goto NIS Mainwindow -> Scan Now tile -> Repair Tool ->Norton Power Eraser. This will show Power Eraser Window. Select appropriate actions from it.
Symantec Endpoint Recovery Tool(SERT) is similar tool, but meant to be used in business or productive environment rather than home environment. SERT is also bootable and has the functionality of both NPE and NBRT.
Note that similar to NBRT, which may ask for NIS/NAV/N360 valid key, SERT asks for a PIN to be provided. Please visit its link for necessary details and steps.

Be prepared that NBRT will download at least 200MB. It doesn’t use for some reasons NAV/NIS antivirus database.
Just a quick note for others who may be reading this and are using Comcast (or other ISP's modified products), be sure to download the correct NBRT from this page.
