I have VirginMedia broadband, 1GB service.
Connection to the PC is wired (not wireless).
Previously, I have always had full 1GB download speeds, but recently I have noticed they are anywhere between 90MB - 600MB, and never near the 1GB.
VirginMedia Tech have demonstrated that the issue is with the PC. The speed to the router is 1GB but at the PC it is much lower.
I completely uninstalled Norton 360, retested, and the speed is immediately back to 1GB.
Re-installed Norton, and the speed is low again.
VPN appears to be off.
I wondered if there were any ideas I could try to resolve it?

@markfranklin Please tell us a bit more about your devices:
-What is your OS, its version and build?
-What version and build of Norton are you using?
-Do you have the Norton VPN set to auto-load with the OS boot?
-Have you tried disabling the Norton VPN service from running within the system services, then reboot/retest ? ( Windows )

In fact I have now uninstalled the product and put on Bitdefender, on which there is no problem, so will continue with this software instead.

This fix worked for me! Try it, if you are using a Realtek driver’s card. You can verify in “Device Manager>Network adapters” for the driver’s developer. Realtek’s website has the drivers with the NDIS version that works correctly with Norton. If you see a (NetAdapterCx) version, just download a previous one that doesn’t have that description.
In realtek website go to “Downloads > Communications Network ICs” and then choose the “Family Controller Software” for your port/card type; USB, PCIe, 1GbE, 2.5GbE, etc.
“I was experiencing the same issue/bug. From ~940Mb up/down service, down to ~710Mb/940Mb. Upload doesn’t seem to be affected. After months with the issue and uninstalling Norton to fix it, tried again with Norton’s most recent version but the bug was still there.
My network card has Realtek drivers. Tried the Realtek’s (NDIS) version of the driver and it started working correctly. The (NetAdapterCx) driver version is the one that cuts the download speed, together with Norton installed. If you uninstall Norton, the card with (NetAdapterCx) drivers works correctly. Not sure if the problem is with Norton, Realtek or Microsoft’s Windows (NetAdapterCx) but they need to troubleshoot this issue.”
Test at 7:26 PM is (NetAdapterCx) and 7:39 PM (on top of the image) is with (NDIS).

You’re welcome, Bitdefender seems like a great option too. Now you have two options in the future.
