Sounds like a definite bug, Morac.
It sounds like the CPU Usage Link is a dependent process, that is, it is a subprocess of NIS2009; and that you really shouldn't be able to close NIS2009 with the CPU Usage Link open (for example, if you run add/remove programs and launch one of the add/change/remove processes, you won't be able to access the add/remove programs display until the process has finished).
If this is the case, that possibly you are closing the NIS2009 display, but not the display activity. In other words, the display activity might be going on unseen; so subsequent launches will not make the display appear since the computer "thinks" the display is already doing its thing.
Sounds like either
a. Symantec should make the NIS2009 display screen inaccessible while the CPU Usage Link is active (if that is what is intended to be happening); or
b. It should close and open regardless of the CPU Usage Link actively if that is how it is supposed to work.
The weird thing is I tried it today after rebooting my machine and it works fine. I can now open the main NIS 2009 window when the CPU Usage window is displayed.. I'm not sure why it wasn't working the other day, but if I had to guess some kind of semaphore got set.
BTW, both windows are displayed by the same process, CCSvcHst.exe.
