As far as I know it can NOT be activated off-line as it has to communicate with the Norton Server. It also need an internet connection in order to maintain currnt defiintions.
Answer is : No
Reason: It needed to check the productkey on their database to check if its a legit key or not, and also it needed to connect to the internet so that it can update the libraries for new Virus Definitions.
you also need to create a Norton Account at ( https://manage.norton.com/ ) wherein you can manage your account as well as your devices.
Suggested Solution:
If it is a laptop you can go to a Wifi-Hotspot to activate your norton product as well as update its libraries.
you can go every once in a while to update Norton Product libraries after Activation.

If your computer cannot connect to the internet, it sounds like your computer may be infected. Any security product needs to be installed on a clean computer in order to install properly. It's not just a question of activating it online. It needs to go deep into your computer and if malware is blocking your access, you will have problems.
If you are behind a University firewall, then you will have to find out from the IT dept. how you can install NAV or any Norton product.
If your computer is infected, I would recommend that you go to one of the free malware removal sites, get cleaned up, then you should be able to connect to the net and will have no problem installing and activating your Norton product. You can find the malware removal Forums here
Please go to one of these free Forums for help in removing your bad malware or rootkits.

You should stick with the company's AV solution because even if you could activate NIS offline, which you can't, it would probably conflict with other potential AV's installed.

Is it your PC or the company's?
If company's, then I support what Apostolos said.
Anyway contact your network admin or system admin before installing NIS/NAV. He will probably guide you through the company's network usage policies and configure your PC for internet connection (proxies, ip addresses etc)
Otherwise you can use Norton product only for a 30 day trial, with a quiet old virus database..
I think now-a-days, no Security product can be used or activated with out active internet connection, even the free ones too.......
If your company policy allows, try what floplot mentioned...... Dont do it unauthorised.............
