Can not find Norton Toolbar in Internet explorer

I am trying to activate Identity Safe which I believe is done from the Norton Toollbar in Interenet Explorer. I can not find the toolbar.. I have read the previous posts and followed all the suggestions. Under Manage add-ons the only Norton listed is Norton Vulnerability Protection, which is enabled. Norton Toolbar is not listed under toolbars.

 

I may be going down the wrong path. Would appreciate any help. Am running Explorer 9.0.4. And 32 bit

It is Norton Anit Virus version 19.2.0.10

Then you would not see the toolbar as Norton Toolbar is not an option that comes with Norton Antivirus. Only in NIS and N360 we support the Norton Toolbar option. You can better upgrade the product to NIS or N360 if you want to use the Norton Toolbar.
