Cannot communicate with server when connecting from iPhone/iPad

I am having this issue.  When attempting to connect from iPhone or iPad VPN settings, it says that I cannot communicate with server or "unknown error."  From within the Norton Hotspot app, it says "no internet connectivity" and blocks the internet.  Is there a solution?

I have been having the same problem for about a week. Tried on multiple ipads with no luck. I think the USA VPN server is down. I contacted support through norton support chat but the tech did not know where the problem was, she transferred me to a level two tech. I waited over an hour for that tech but no one responded. Gave up trying.
