Cannot delete messages from Junk Email folder in Outlook

For the past couple of week I have received a series of email messages that NIS 2011 correctly identifies as SPAM and moces to the Junk email folder in my Outlook 2003.  When I attempt to delete the message it is simply copied to the Deleted folder and remains in the junk email folder. I can shut Outlook down and restart it then actually delete the message.

 

Is this some new kind of attack or is Outlook/NIS just screwing up?
