Do you currently have or have you previously had a non Norton security product installed? If so, did you fully remove that product using the removal tool for that product.
Another possible issue is if your Windows is in S Mode. If it is, you cannot use the regular Norton 360 download from your Norton Account. You need to look for Norton 360 in the Windows Store app.
