I would suggest deleting all of your system restore points (if any are left) by turning OFF System Restore. Sometimes these nasties embed themselves there only to resurface once you think you are clean. Also delete all of your temporary internet files, cookies and history.
Then physically disconnect from the internet (pull the plug) and run another scan in SAFE MODE with your Norton Product and Malwarebytes. Disconnecting from the internet prevents any infections from "phoning home".

PS: Before you're too hard on Norton, Antivirus XP 2008 is user initiated. A fake message appears notifying the user that they are infected and that the cure is just a "click away". As soon as the user clicks, the infection is downloaded.

Here's an update:
I tried the exact steps mentioned above and unfortunately it did not correct it. The exact problem is this: There appears to be no trace that the virus still exists. I have run scans using both Norton and MalwareBytes, which have found 0 infections. I even checked the registry as well as other folders for traces of the virus, and none to report. However, I am NOT able to go to Norton's or Microsoft's websites. The security settings must be preventing me from being able to get updates for either Windows or Norton.
So, how do I restore the security settings back? Should I just reload Norton? Is the corrupt security settings in Norton or in the Windows XP OS?
I appreciate all advice!
You could try a system restore to the moment the problems began. Besides that you could try a reinstall of NIS.
