Can't activate Tech Soup Subscription

Issue abstract: Cannot activate subscription purchased through TechSoup

Detailed description: For over a decade we have purchased our Norton products through Tech Soup. This year the instructions in the fulfillment email were we had to let our product expire before renewing. We have reluctantly done so. Now we cannot renew without paying which we have already done through Tech Soup. Can I renew without paying again?

Norton subscriptions must be allowed to expire – they do not renew.
After expiration, immediately extend your subscription with a new TechSoup request and activation – don’t worry, this won’t interrupt your Norton experience.

Already did all that. Talked with Norton support on the phone. They had same problems, but we worked it out.
