Can't completely uninstall Norton Mac

I have used the Norton uninstaller, the terminal uninstaller tool, removed "NortonForMac.kext" via turning off SIP, and even reinstalled Norton to use the uninstaller again. Unfortunately in all cases I still get the following message when trying to install either AVG or Avast:

Norton Internet Security security software is already installed on your machine. AVG AntiVirus cannot be installed as it may not be compatible with your Norton Internet Security security software.

I have seen other threads that describe a similar problem but I haven't found and answer. How do I fully remove Norton for Mac. When I search, including within the Library folder I don't see any remaining "norton" files or folders.

I was running a Norton version from Xfinity. I believe the latest version that I re-downloaded to try again with the uninstaller was 8.6.
