I have a laptop with norton internet security 2011. When I am at my friend's house I can get virus def's updated no problem, but at other wifi locations I have a message that my computer can't connect to norton server. Any ideas?

Have you tried connecting to the Norton servers with the VPN disconnected? Many web sites, including Norton, seem to block access from known VPN IP addresses. It is odd that Norton blocks its own VPN, but that has been reported here already.
i can't find noron's indian number nor does its chat with us "link", links to any page. So NO OFFICIAL SUPPORT.
You should be able to connect with Norton Support at www.norton.com/contactcs . You should be able to get phone numbers from that link if you choose phone support.

5)I’ve also removed and reinstalled it with noton’s own tool. while doing that it corrupted the biometrics driver which i had to reinstall to make it work again.
6)Last option is to hard reset, but seeing that this problem is persistent for years, there’s little i can do till they update to a bug free version

Yep, running the 'Get Support' finds no issues, and checking subscription status has no issues either. I'm now seeing what bjm posted, but during the day I was just seeing slow update times. Seems like the server was slow all day, but now has just gone down
I'm experiencing same issue with LU. Error 8921.253. Cannot connect to LU Server. Rebooted several times but still error. I can log into other Norton products.

Just started getting error 8921, 253 'Unable to Connect to Live Update Server'. I checked with a friend who has Norton 360 and they're seeing the same thing ...
Something is up with the servers
This may be related ... I'm running Norton 360 22.21.6.51 on Windows 10 Home 21H1 on East Coast US. Starting today I noticed a few failed Live Updates. When I tried to run a manual update, it got stuck trying to check for updates. I checked 5 minutes later and it updated fine. An hour later and it was having server connection issues again.
My guess it there may be some intermittent server connection issues
Just an FYI. You do not pay for Norton Password Manager, NPM. It is a free extension for your browsers that you can install even if you do not own any Norton security product.

Have you ever had the password manager working?
What device are you using and what operating system version?
What browser are you using? Try clearing the browser cache.
Are you also using Norton 360 on your device? If so, and you are using the VPN feature, try turning off the VPN to access NPM.
