Hi there. I've searched the forum and found this very topic, which was unresolved.
I've entered my product key, and been presented with a blank page. Nothing. Zippo.
I've logged out & back in and tried this half a dozen times
My account does not show a registered product

In Brave you can turn off the Shields Up feature for individual web sites to allow trouble sites to work properly.

And yes - I was using Brave browser. Temporarily swapping to Edge allowed me to complete the installation.
Problem solved now. Many thanks :)
Do you have any VPN or ad blocker extensions active when trying to register your product key. If so, turn them off as Norton website does not play well with either.
