I get part way through the install of Ghost 15 in Win 7 and get “Error 2738 Could not access VBScript run time for custom action.” The install stops and then backs up removing the partial install. I have tried reregistering vbscript.dll and jscript.dll in the 32 bit and 64 bit section of the registry and that doesn’t work. I guess some people find that this works. Another would be if the above dll’s were registered in HKEY_CURRENT_USER where they should not be. They are not there. Spent about 5 hours with several techs from India having control of my computer and they didn’t solve it. Said they would get back to me in 24 hours but has not happened yet. Has anyone else had this happen? Does anyone have an idea as to a solution for this?

What you are describing is exactly what happened to me. Five hours with them on Christmas day with a promise that the research team would take care of it. I haven't heard from them since. A lot of people have Ghost 15 installed on Win 7, just read these forum posts. They didn't have a problem getting it installed. They have other problems. One question. Are you running a Dell computer?

My issue probably has nothing to do with your problem but I found it interesting. I could install Ghost 15 into Win7 in my test computer but it wouldn't run. At the enter serial number screen I'd get an error message about not having correct permissions. I tried it numerous times. Each failed the same way. Just by coincidence I tried installing from the second CD drive in that computer and Ghost worked every time. A mystery. Both optical drives work with all other apps. I use the "failed" CD drive for the Ghost recovery environment.
Norton people from India did get back to me about the install problem. No solution yet but they took a lot of log files off my computer for research. If they find a fix and get back to me I will post the solution.

Did you Open Command Prompt as administrator? I am sure you did but figured I should ask.
Did you unregister the faulty dll first?
I had luck with this approach but it may vary based on your config...

Type "cd %windir%\syswow64" and hit Enter
Type "regsvr32 vbscript.dll" and hit Enter
A message should appear stating that "DllRegisterServer in C:\WINDOWS\system32\vbscript.dll succeeded."

I had another chat with the techs in India on 1/6/2010 and asked them if a solution had been found for this installation problem. They had turned it over to their engineering research dept. as of the last time I spoke with them. The tech I spoke with simply told me "it has been turned over to the engineering dept. to find a solution" and then he let the conversation hang. I replied by asking when I might get an answer and he offered to have them call me to discuss it. He checked my time zone and told me they would be calling me at 8PM that night. They never called me and I have not heard from anyone since. Looks like I spent my money for nothing by purchasing this software. Anyone know how I can get my money back?

Then perform re-registering of vbscript.dll by opening command prompt in elevated mode(as Fredrick suggested above). You can contact Symantec Customer Service at anytime to get refund.
Tried what you suggested but it didn't work. Maybe I will ask for my money back.
