Can't Print When VPN is Active

Turning off Smart Firewall makes no difference. Printers still show as Offline or Can’t Connect. Add Printer still gets a message “Windows Could Not Search Your Network for Printers”.

Leaving Smart Firewall turned on but turning off VPN lets me connect to both printers and Add Printer works, also.

Access Local Devices with VPN is enabled?
