Cant restore file from quarantine

Issue abstract: Norton keeps quarantining a file and not letting me restore.

Detailed description: Ok so I use a program for statistics in a trading card game that scrapes the games log file to send statistics to their website and is known to run into problems with antivirus due to this behavior. The other day Norton flagged it for IDP generic and in the interest of being cautious I sent it to quarantine, looked into it and found that it getting flagged by autovirus is a known issue in the community. It wouldn’t restore so I deleted and redownloaded it only for it to once again be sent to quarantine this time without giving me the option to refuse, instead just giving me a popup from norton demanding I restart to purge the file from my computer. I go in to norton to try to restore and create exclusion and once again it fails saying it cannot be restored. I don’t really know how to get around this when it didn’t even give me the option to not quarantine it in the first place.

OS details: Windows 11 home

Solution:
I disabled Auto Protect and Smart Firewall for 1 hour. This fixed my download troubles.

Once I had the file I wanted. I still could not run it. So…
Step 2:
You need to add the file to the exclusions list first!
Before you run it. If you run the file before it is in the exclusions list it will be quarantined. And it seems once it’s quarantined it cannot be restored…

That should solve your problem.

it doesnt solve it.. in windows 11 cannot restore any file from quarantine.. this is unacceptable.. i have removed norton on my laptop for this reason.
