Can't Run Norton in either normal mode or safe mode

I'm having a problem with permissions for all of my folders.  Though I am the computer administrator, the computer won't allow me access to virtually any folders, or applications.  So, naturally, the first thing I tried to run was Norton.  However, I received an error message telling me there was some type of internal error.  So, I tried safe mode.  When I open Nrton it says "Some features may be unavailable when running in Safe Mode.  Would you like to perform a Full System Scan now?" So, I click yes.  Then it says "Before continuing, please read and accept our License Agreement.  Do you want to view the LIcense Agreement now?  Again, I click yes, and wait patiently to view the License Agreement, however it never appears.  Same when I click no, nothing happens.  Please help!
