Can't stop recycling bin emptying

I want to stop the recycling bin emptying. I looked up the Help files, and found pages telling me to go to 'Automatic PC Maintenance'. I found Settings\Automatic Care. But within Automatic Care there I see no 'Automatic PC Maintenance' section. 

Norton Utilities Premium 17.0.5.701. Windows 10 set to automatically update.

Open NUP and click on Automatic Care. Then you scroll down to see the setting for the Recycle bin.
