When CCleaner is installed, it will install a file at C:\Program Files\CCleaner\CCupdate.exe that is used to install updates to CCleaner. This program is then configured to automatically run every day by a Scheduled Task called CCleaner Update...

To prevent this program from running you should delete the scheduled task. To be even safer, you can delete the actual C:\Program Files\CCleaner\CCupdate.exe executable.  Once the task and executable have been deleted, CCleaner will no longer update without you actually installing a new version.

Thanks for the link to the Bleeping Computer article about the forced updates to v5.46.

This is another good argument for people who use CCleaner to switch to the Portable build (available at https://www.ccleaner.com/ccleaner/builds) that can be unzipped and run from a removable USB thumb drive.  Unlike the Standard and Slim builds that are installed on the local hard drive, the Portable build does not include the CCUpdate.exe "emergency" updater or create scheduled tasks in the Windows Task Scheduler.

As CCleaner is ignoring a users preferences and forcing updates to be installed, if you want to disable updates you need to delete an executable called CCUpdate.exe that is installed along with CCleaner.

CCleaner 5.46 ships with clearer privacy options.
CCleaner 5.46 is now available that promises better privacy options, clearer explanation of privacy-related features, and a privacy sheet that highlights what is collected and why.

A switch to Smart Cleaning reveals the Piriform separated the collecting of anonymous usage statistics and the program's Active Monitoring component again.

The feature was named Monitoring previously but the company decided to rename it to make its purpose clearer. Piriform notes that Smart Cleaning does not report usage data when it is enabled.
