ccSvcHst.exe high IO and cpu

I'm using Norton Internet Security, I believe 2011, it's version 18.5.0.125, on Windows XP Pro.  When I connect to the internet (even without opening IE), ccSvcHst.exe seems to do nearly constant disk IO slowing the machine to a crawl.  When I disable the internet connection, it stops.

 

Looking in task manager, ccSvcHst.exe currently has about 3 million I/O reads, 2.5 Gigs of I/O read bytes, 200k I/O writes, 400 megs of I/O write bytes. Any ideas much appreciated.
