Hello sophnill1. Although it is possible to legally track a device that is connected to YOUR account, IE a second phone on the account as outlined in this article. It IS illegal to track another device without a warrant and you would have to be a part of law enforcement. It would constitute contacting your carrier for their paid services IF the phone is NOT the sole property of the other party involved.. Some of the carriers here in the US are mentioned in the article. Conversely, there are other legal ramifications, here in the US. The general statement in that regard is along these lines:
"Even though it's technically possible to track someone through a cell phone, it's not always legal. Unless you are part of a law enforcement agency and have a warrant to do so, it is usually illegal to track the physical location of an adult person through his or her cell phone without his or her consent"
Therefore the recommendation concerning tracking is DON'T!! There may be similar laws and regulations in your region and I would consult with those before doing anything which would violate those laws.
