chrome extensions cannot be added from norton

I read the solution to the problem NORTON IDENTITY SAFE HAS CRASHED in Chrome and I tried to follow the instructions in the solution, but when I dragged chrome.crx onto the Chrome Settings page, I got an error that says extension cannot be added from this site, and it points to Norton-

1) how else can I stop the "Norton Identity Safe has crashed" message since that solution doesn't work.  Or

2) if the solution should work, how can I get Chrome Settings to accept this file?

Chrome version:    Version 31.0.1650.57 m

Windows version:  Windows Vista Home Premium, SP2

Norton version:       Norton 360 version 20.4.0.40
