When I go to my account and view 'Not set up -Cloud Backup', I can click on 'Set Up Backup'. This takes me to a page headed 'Ready to use Cloud Backup? Follow the instructions in the video to start backing up your files. Then backup, transfer, and restore your files anywhere, anytime'. There is a video showing how to set this up. At the bottom of the page is a 'Got It' button. But when I click this, it takes me back to the window with 'Set Up Backup'. It's going round in circles and not letting me set it up! Am I missing something? Any suggestions would be appreciated.
(I have Norton 360 Platinum; my OS is Windows 10)

As previously suggested, you are going about this in the wrong way. Forget the video. You shouldn't be within your Norton account to setup backup. As the article I linked you to goes through this step by step for setup:
Get started using Norton Cloud Backup
Cloud Backup stores and protect important files and documents as a preventative measure to data loss due to hard drive failures, stolen devices and even ransomware.
Before running Norton Cloud Backup, create a backup set that specifies what files you want to back up. You can also specify where you want the files to be backed up and when you want the backup to run. You can backup files to the cloud using Norton Cloud Backup or to your own external drives.
STEP 1
CREATE A BACKUP SET
-
Open your Norton device security product. * Do this by opening Norton from the system tray icon
-
In the My Norton dashboard, next to Cloud Backup, click the drop-down arrow and select Manage Backup Sets.
<p>You may have to scroll down to find the <strong>Cloud Backup</strong> tile.</p>
</li>
<li>
<p>In the <strong>Backup Settings</strong> window, click <strong>Create New Set</strong>.</p>
</li>
<li>
<p><img alt="backup settings_0.png" src="/en/system/files/u9996421/backup%20settings_0.png" /></p>
</li>
<li>
<p>In the window that appears, type a name for your backup set, and then click <strong>OK</strong>.</p>
</li>
<li>
<p>On the <strong>What</strong> tab, under <strong>File Types</strong>, turn on one or more file categories that you want to back up.</p>
</li>
<li>
<p>On the <strong>Where</strong> tab, in the <strong>Destination</strong> column, select <strong>Secure Cloud Storage</strong>.</p>
<p>If you have not activated cloud backup, click the <strong>Activate for free</strong> link and follow the instructions.</p>
</li>
<li>
<p>On the <strong>When</strong> tab, use the <strong>Schedule</strong> list to select the backup schedule that best suits your needs.</p>
</li>
<li>
<p>Click <strong>Save Settings</strong>.</p>
</li>
STEP 2
RUN NORTON CLOUD BACKUP
-
Open your Norton device security product.
-
In the My Norton dashboard, next to Cloud Backup, click Run Backup.
-
In the Run Backup window, wait for the backup task to complete. This may take some time depending on the size of the backup set.
-
After the backup task is complete, click Close.
Hope that helps.

Thanks for the suggestion SA.
I have seen this, but the problem seems to be that there is no drop down arrow next to Cloud Backup, so no Manage Backup Sets to select, and no Backup Settings window.
I've attached a series of screenshots to show what happens.
I need to find out how to get to this drop down arrow that's missing, if you can help with this.
