I have been using "Norton" since it was Norton Utilities many years ago. It has been protecting me from many attacks in my very active web surfing according to the notices it supplies in the lower right area of my screen. To the best of my knowledge, I have never had a virus infection. Scans occasionally find something to delete but never related to any actual problems. However, in recent months I have received either 2 or 3 "Your computer is locked, do not turn it off call this phone number". It would be nice if Norton had prevented that. The first 1 or 2 I just turned off the computer, rebooted and everything was fine as far as I could tell. A system scan did not find anything. This latest time everything was fine except for 1 of several banking/credit card websites. After accepting my login the next page was "blank" except for header and footer. The bank said "try different browsers" which I did. Chrome, Firefox, MS Edge all the same. However, I have the Internet Explorer 6 on my computer to connect with an old camera and it did not have the problem. Completely uninstalling and reinstalling Chrome and Firefox fixed the problem. Completely uninstalling Edge is a major undertaking so I haven't done that. I contacted the bank when I first had the problem, they called me later and said others have had the same problem and were glad to hear of my "fix". Norton doesn't want my personal information but they could contact patelco.org and discuss it with them.

In 40 years of personal computer use, I've had no significant problems. Norton has done an excellent job in recent years. I tried an ad blocker once, it had problems. That was a few years ago. I don't mind the ads. On the rare occasion, they are useful.
Times have changed, and there are more and more malformed ads coming from ad services used by web site owners. These malformed ads are what can produce the redirects to the fake support scam pages you are referring to. Norton does not block redirects because many sites use them for legitimate reasons, including Norton. An ad blocker extension should stop most if not all of these. If you find a specific site that does not display as you expect, you can whitelist that site in your ad blocker.

Okay, you want Norton to prevent malicious content...e.g., "Your computer is locked".
Your browser may be redirected to the sites that display the “Your computer has been Locked” fake error messages either by malicious advertisements on the sites you visit or adware.

The first thing I did was clear my cash and cookies but that didn't help. Reinstalling Chrome and Firefox didn't help either, only a complete uninstall and reinstall worked. I also have an old "portable" version of Firefox installed, no problem there same as with IE6. It does appear that Patelco has their problems perhaps they are related or perhaps was simply coincidental with whatever changes were apparently introduced into my browsers.
It looks like patelco.org has been down a lot lately. It may be coincidental that reinstalling your browsers seemed to fix the issue. Or it may be that doing so cleared your browser cache and cookies, which often resolves these sorts of issues. In any case, I don't think Norton had anything to do with this. The locked computer warnings, which were apparently not accurate, could have been fake, especially if you got them while looking at other websites.

Enable pop-up blocker in your web browser

These “Your computer has been Locked” alerts are nothing more than a scam. Don’t call the number in the pop-ups. Microsoft’s error and warning messages never include a phone number.

Thank you for the information. I think you have made my point I don't actually use Edge for anything, I was just testing to see if it had the same problem. Since my computer won't update to Win 11 (no TPM) I'll probably be replacing it one of these days.

Microsoft Edge appears listed as an app installed in the Settings app, and while you won’t be able to uninstall it, the browser includes two options: one to repair without affecting your data, and a reset option that will delete all your browser data and then reset the application.
