Content Filter blocks legitimate application activity

I'm running Norton 360 on a 2023 M2 Mac mini under Ventura 13.6.1.  It installs a "Content Filter" that you can see under the "filters" section of System Settings > Network.  When this filter is active 3 apps I use regularly are unable to connect to remote servers over the internet - Jump Desktop, MPLAB X IDE and Docker.  When I disable the filter they work normally.

I disabled the "Connection Blocking" and "Application Blocking" features in Norton 360 while investigating this problem.  They made no difference.  It's definitely the "Content Filter" that breaks things for me, but there appears to be no way to whitelist the connections these applications are trying to use under the hood.

Same issue here (MBA M2 2022 latest macOS) with Cisco Webex...

It is simply unusable when Content Filter is enabled.

Adding remote IPs or the Webex application (and its helpers to allowed) doesn't change a thing...

I have the same issue.  Allow internet traffic is blocked including Norton 360 when it tries to log in.  I have Sonoma 14.1.2 on an M2Pro.
