CPU usage reduces when running chrome

Hello,

I'm having a minor CPU related issue caused by Norton internet security.

What happens:

When my laptop is on idle i.e no programs open my CPU usage jumps up to 14%. Opening the Norton control panel reveals that Norton internet security is using at least 12% CPU. However if I open Google crhrome, the CPU usuage drops to aroung 2%. During the so called idle period, my CPU fan spins up, indicating quite a significant amount of power usage. Being a laptop, when on battery this can be a major drain on the battery. Anyone a possible fix for this? Thanks.

Some more observations:

No other program so far reduces the cpu usage except when runnig demanding games.

CPU usage is near zero when restarted or resumed from standby occasionally.

This high usage lasts between 10-30 mins, with a 10-30 min cooldown.
