Creating boot CD for Norton Ghost Ver. 14 Windows Vista Home Basic

When I try to make a boot CD the files are not written to the CD.  The whole process works fine to the point where you are instructed to insert a blank CD.  When the blank CD is inserted I get a message to insert a writable CD. I have replace the CD with a new CD several times and continue to get the same message.

 

I can burn CD's by copying files from windows explorer to the CD with no problem.  When doing this I must format the CD.  Is it necessary to format the CD when creating the Ghost Boot Disk?
