Curious, what does Security History -> Data Protector -> More Options ...report?
I wonder if the Data Protector block is on a temp file. They're annoying for me since I thought I'd already excluded the process thru Data Protector.
for example:
Category: Data Protector
Date & Time,Risk,Activity,Status,Recommended Action,Status - Details,Program Path,Program Name,Date & Time - Details,Action Observed,Target
12/31/2021 10:26:23 PM,High,Data Protector blocked a suspicious action by Sandboxie-Plus-x64-v1.0.6.tmp,Action Blocked,No Action Required,Action Blocked,C:\Users\bjm\AppData\Local\Temp\is-71O4P.tmp\Sandboxie-Plus-x64-v1.0.6.tmp,Sandboxie-Plus-x64-v1.0.6.tmp,
12/31/2021 10:26:23 PM,Suspicious process attempted to open a file protected by Data Protector,C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Sandboxie-Plus\Sandboxie-Plus on the Web.url
You may Export > Security History -> Data Protector -> Log > change format to Text Files (*txt).

Since, you've disabled Data Protector and still get Data Protector blocks.
Since, you're familiar with Data Protector.

Maybe, Security History will shed some clue.
Note:
Disable Auto-Protect does not turn off Data Protector nor turn off Intrusion Prevention nor Browser Protection.
Curious, does File Insight report on your written application. I mean does File Insight report on that type of file...for example: exe
You may opt Trust Now against your written application if Norton File Insight reports as Unknown or Untrusted.
The usual reply for developers is to run their work product from a folder and Exclude the entire work product folder from both Exclusions -> Items to Exclude from scans. Imagine, you've done that against the work product folder and the other folder.

Maybe, Security History will shed some clue.
