I don't want to use the cloud backup feature. I don't want to upgrade to have more storage, and I can't manage the cloud backup settings. It's annoying because Norton always shows a risk, due to reaching the storage limit. It almost makes me want to cancel Norton 360.

You can delete a backup set if it is no longer needed. You cannot delete a backup set if only one backup set is available. However, you can create a new backup set before you delete the old backup set.

Have you tried turning Backup -> Off -> Apply
Open your Norton device security product.
If you see the My Norton window, next to Device Security, click Open.In the Norton product main window, click Settings.
In the Settings window, under Detailed Settings, click Backup Settings.
In the Backup Settings window, in the Backup row, slide the switch to Off.
If you turn the switch off, you cannot perform any backup tasks from the Norton product.
